Can anybody tell me the source for creating stencil shadows with dx7test.dll.

I don't want to destroy your illusions .. but this is rather useless for anything other than a little demo...
There are not many games sold with 4 simple objects hanging in space and a light is moving around them.
I tried it with an anim Model with only 1000 verts and on my system the framerate drops down to 30... not even animated.
if fps<20 then fps=20 inside your code is obviously a must ;-) if you don't want the framerate drop down below 0 on smaller systems or when 2 or even 4 Models are in a scene...

the my idea is not create a game commercial, is dimostrate in blitz basic this systems is possible this sistems is sperimental the start 0fps this day > 25
